Safety Testing & Certification for property developers in Portsmouth
Start with the planning and demolition paperwork. Some planning permissions and local authority demolition responses ask for pest control before a building comes down, and the Building Act 1984 gives the authority powers over demolition that include requiring drains to be disconnected and sealed. Under the Prevention of Damage by Pests Act 1949, the authority can also require the owner or occupier of land to deal with rats or mice. Share any conditions and correspondence with bidders so each proposal responds to what has actually been required.
A pre-start survey should record signs of activity, likely harbourage, the condition of drains and manholes, neighbouring uses that could be affected, and any evidence of birds or bats. Ecology is a separate discipline. The Wildlife and Countryside Act 1981 protects nesting birds and the Conservation of Habitats and Species Regulations 2017 protect bat roosts, so if the survey finds signs of either, the developer's ecologist needs to advise before work proceeds. Pest control cannot be used as a way around those protections.
